When will Tabs be available like in Netscape, Mozilla, etc. be available for
IE?

When will download resume from failure, and download pause, etc. be
incorporated? These are features available for years in the
Competition" - Or does competiton not matter anymore now that IE has the
majority share?

The competition does not matter anymore because IR has majority share.

How about a simple implementation to block popups? Could it be simpler to
implement? Just tell IE not to let windows popup on their own (Block this
javascript function) and have a little thing telling you what it blocked
like the cookies.

"When will download resume from failure, ....... be incorporated?"
My IE5 almost always recovered from a download failure and then
continued from the point when the failure occurred.
I now have IE6 and, like you, I have to start from the beginning and
download the lot again. I have asked in this NG a couple of times why is it
so, but unfortunately there has been no reply.
Maybe I have some wrong setting somewhere? I can not think why Microsoft
would remove that feature when it worked well (for me at least) in earlier
versions of IE.
Does anybody know? Any help will be appreciated. Thanks.

You can enjoy these extra features now, by using one of the IE browser
shells, such as Avant and MyIE:
