I am trying to set up a router based LAN and converting from a system that
used an ICS topology.

Neither ethernet card recognizes that they have been connected to the router
(a belkin cable modem/router) - both say they are unplugged. I have tested
the cabling and the rest of the system by plugging a laptop into the same
connection and it works fine.

The previously ICS configured cards (one on the motherboard which was
connected to the cable modem and the other a separate card which was
connected to another computer) both tell me that they are unplugged - not
true :-( - unless you plug the cable modem into it and then they spring to
life.

I just want to turn the cards back to regular ol' cards that work when a
cable is plugged into them.

It is driving me nuts - any suggestions?

The settings are not on the "cards" but in the operating system. You
didn't say what operating system everything is running, but since you
posted in an XP group I'll assume XP for everything.

1. On what used to be the ICS host machine, uninstall (or disable, I
don't have ICS to look at) it.

2. In all machines, go to Network Settings and right-click on Local Area
Network to get the Properties. On the General page at the top you will
see the network adapter to which the settings apply. You should only
have these four entries:

a. Client for MS Networks
b. File & Printer Sharing (enabled)
c. QoS (optional)
d. Internet (TCP/IP)

Double-click TCP/IP and set it to obtain IP and DNS info automatically.

3. Make sure you are using straight-through ethernet cable to the
router. ICS used a cross-over cable.

4. Make sure that you configure any firewalls to accept the lan as
Trusted.

Try that, and see what you get. If you need more help, here's an
excellent network troubleshooter by MVP Hans-Georg Michna you can run
through first:
