There there an ISO image out there of software that throughly tests all
Hardware on a PC at least a good variety such as Processor, Ram, PCI
bus, IDE, etc... Similar to one of Memtest86 where it boots off the CD
into it's own customized OS.

Basically any solution that can boot off a CD that can detect possible
hardware problems.

testing tools, including memtest, some CPU testers, Lucifer system
burn-in test, andvarious hard drive diagnostic programs.

SiSoftware Sandra would appear able to do what you want.
