Hardware problems windows xp home

My cd-rom drive quit working the error message says the drive for your device
is installed but windows can't find the device error code 41 So I went to the
hardware troubleshoot and it say that the device is faulty so iv'e replaced
it with 3 differnet new cd-rom drives tried diffenert IDE channels tried new
cable even a new power supply still getting the same error code 41 anyone
know why ???????
