Hardware Install Error

We have a computer that we just made high-speed cable ready yesterday. It
was working fine until the switch on the power strip was turned off and we
went to turn the computer back on - it will not turn on but says " new
hardware has been installed and may be have caused an error" We can not get
the computer to turn on now....

Anyone heard of this?
 
Start by removing the hardware (network card), make certain the PC is off.
Then turn on the PC and let windows boot. If you are able to get this far
with out any errors let me know.

Yes, we removed the ethernet card and it still would not reboot. This is my
sister's computer so I'm trying to work this out long distance with her. Any
suggestions would be most appreciated.
 
At startup, press F8 and choose either Safe Mode or Last Known Good
 
Once she gets 'in' she should be able to use System Restore to go back to
before the card was installed.
