when my computer is on the fan in my harddrive never stops how can i fix it
to where it will stop

What fan? There is no fan that is inside the case of a hard drive. The
sound of the spinning is the hard drive motor turning the platters at
the operating speed of the hard drive.

I generally find a big hammer, liberally applied to the casing does a
good job of stopping it!
