hard drive space not released after deleting a file

I deleted a folder(of size >1.5GB) using Shift+delete,
however, the hard drive space is not released after.
I tried running scan disk, but didn't work.
When I look at the drive properties, it has the following
info:
capacity: 22.1 GB, used space: 20.2 GB. (which is
incorrect).
If I select all the files in the drive, and right click
for properties, the size is 18.3GB (which is correct)
(I have selected "show hidden files and folder", so that's
including the hidden files)

What's wrong and How can I get that space back?

Do you have "Norton Protected Files" enabled? It usually
comes along with the "Norton Protected Recycle Bin",
which is included with several different Norton
(Symantec) products.

If so, right click on the Recycle Bin (any drive), and
choose "Empty Norton Protected Files". If that doesn't
work, I suggest running "scandisk", or a similar file-
system checking utility.

A regular delete just moves a file to the recycle bin. A
Shift+Delete is supposed to delete it completely, but
the "Norton Protected Files" still "protects" it, which
kind of defeats the purpose of the shortcut. However, in
other circumstances, like when a _program_ deletes
something, it _is_ nice to still have some chance to
recover it.

There _may_ be an option to turn that protection off, for
Shift+Delete (I haven't looked to see). You can, of
course, turn of the "protection" entirely, if you want.
If desired, you can right-click the Recycle Bin, and
choose properties, and look through the options there.
