Hard drive shutting down

One of our computers has multiple users and the hard drive will not shut
down. i have checked all the power settings and they are the same for all
users. I have the monitor turning off after 10 min and hard drive after
15min. the monitor turns off, but not the hard drive

Has anyone any suggestions?
