hard drive powers down

for several months i've had a problem with my hard drive
spinning down and occasionally not spinning back up.
yes, it is an intermittent problem. i have tried to set
all of the settings in windows so that the computer does
not suspend and the hard drives do not spin down. i
don't think i've missed anything but it continues to
happen. fow a few weeks, it has not gotten to the point
where it won't spin back up again (did it fix itself? i
don't know . . .) i inquired on this NG about it and it
was recommended that i get a new hard drive, because it
couldn't be something in windows doing this and the hard
drive must be bad. so i got a new hard drive, cloned my
old one on to it, and the first time i let it sit around
for a bit, the drive spun down. it did spin back up, but
it's not supposed to stop in the first place, and i'm
expecting that any day now, i'll have another episode
where it won't spin up again. i now know it's not the
drive, but beyond that i'm stumped. could it be
something in windows i've overlooked, or should i look to
the BIOS settings?
