Hard Drive gone very slow (and therefore slow computer)

I have a computer with two hard drives C and D

Recently the computer has gone very slow loading programs, refreshing Icons,
etc etc.

I tried a Defrag on drive C and it was very very slow. I had to abandon it
as after 20 minutes as it was still on 1%.
I tried a Drfrag on drive D and it was OK. Normal speed.

So it looks like drive C has slowed down

I proved this by loading a 400mb Wav File into a Audio Package from drive C
and then loading the same file from drive D. It took 240 seconds to load
from drive C and only 10 seconds to load from drive D.

Two Questions:

1. Why / How has the drive slowed down.

2. If I buy a 40gb drive, how do I copy everything (I mean everything so
that it boots up etc) from the current C drive to the new C drive.

I have just run a program called HD Tune on the PC. The transfer rates for
drive C are 2.9mb per second and 45mb per second for drive D.....

Make sure that DMA is enabled on the drive.
