slow computer due to dying hard drive?

my computer has been very slow lately and im almost certain its because of
its failing hard drive. could this be true? i want to know because im
thinking about buying a new one. i tried reinstalling windows on it but it
keeps failing to install certain files so i just quit. i installed windows
on my old computer which is the one im using now so i know its not the cd.
