Hard drive constant access

Hello,

I did a search on google and found no solution.
Is there a way to make XP pro sp1 stop accessing the hard drive constantly?
I have disabled indexing on all my partitions. I have disabled system
restore.

Then, what is the point of having an option under "Power Options"
to turn off the hard drive after so much time of inactivity?
If XP is always going to access the drive, it will never be inactive
and it will never be turned off!
