Does Microsoft allow me to back up my entire hard drive to
an external device....such as an external hard
drive.....including Windows XP and all related programs???

No.

You need to make an "image" of your hard drive. To accomplish this,
you'll need to purchase a third-party program:

Norton Ghost 2003
