Hard coded IP reverts to dhcp address

We have 3 network cards in a server. Each one has a hard
coded IP address. Only 1 has a default gateway. Computer
browser service stopped. You can hard code the ip addres
on each NIC. Wait a few minutes and it will revert back to
dhcp. You don't have to reboot, it just changes to a dhcp
address on the LAN with a dhcp server and 0.0.0.0 on the
other (broadcast) networks.

I have seen this with some broadcom interfaces on poweredge servers. Our
only solution to this was to break any teams that were created, remove the
software, and then uninstall the NIC throught the device manager.

Upon reboot, when the PNP engine tries to re-install the drivers (if you are
prompted), decline its assistance and re-install the drivers or install the
latest ones (provided you DL'd them before you removed the software, etc..)
