Haphazard connectivity, cut off after short newsgroup usage.

I run XP on a Maxtor 250g HD, with Roadrunner as my IP.
I keep Norton's SystemWorks updated, as well as Ad-Aware. I do not
use Norton's Internet Security. I use Agent 2.0/32.652, and do not
have the "Go offline after xxx seconds of inactivity" option checked.
I have had options set to "send a "keep alive" message every 15
seconds", which in the past seemed necessary on long downloads. I
have just reset it to 120 second intervals to see if this may be
contributing to the problem which follows:

My son states this is a problem with a dll, but it may be a
combination of software and IP.

I have always been cut off if I downloaded too large of a file, or to
many large files in a "set". If the files are large I now highlight
only one or two at a time in a "set" to save, chopping the post into
dozens of "sets" to save, each as a separate task. This gets
around the need to have a high "keep alive" ping rate, I hope.

I began having a new problem after downloading an occasional
multimedia file from a newsgroup. If I waited a short while after a
download was complete and attempted any type of connection, whether
NG, OE or IE, it failed. I got "attempting to connect to server,
attempt 1 of 21", etc, or simply "network connection failed" on OE or
IE. The original download was fine, not cut short. Now when I
boot into XP if I let it sit idle for even 30 minutes I have no
connectivity, even if I do not go to a NG. If I am on Agent and
download "new messages for subscribed newsgroups the connectivity is
lost if I do not return within 5 minutes of finishing the download of
new messages to view. I just noted this minute that Agent shows
"Connection closed unexpectedly by server" right now, only a few
minutes after I switched to "post new usenet message", as I am doing.
I will have to save this message and send later when I am back online.

Rebooting alone does not restore connectivity. Cutting and
restoring power to my cable modem alone does not work. After
exhaustive trial and error I find only one process which restores
connectivity, until the next time I pause data exchange with the
server for a while. To restore I must unplug my cable modem, turn
off my PC, turn off the POWER to my PC, plug the power back into the
cable modem and let it fully reset, THEN power up my PC and turn it
back on.

This makes me think the IP has locked me out, as I have to make the
IP assign a new address to the modem which it would not otherwise do
if my PC remained on or otherwise powered up.

This thought was reinforced when I started to get disconnected
suddenly while downloading, with a warning that "this server does not
allow more than 3 connections at a time". Knowing I had only Agent
deliberately open I ran Ad-Aware and often found many "data mining"
cookies likely incurred by my daughter's junk mail and browsing
habits. No viruses found. Norton's Win Doctor was also clear of
other anomalies. I suspected the data mining programs were linking
in the background to the server and creating too many
connections, but some articles suggest this does not occur. Even
when clear of spyware I still cannot stay connected for long after
pausing. I find no clear references to this connectivity problem in
other threads.

Just as a note: Disconnecting my USB2 Fast Ethernet Adapter from
between the PC and the router is not enough to allow the connection to
restore when powering down and up the cable modem. This make me
think the problem is inherent with the PC, not the IP. I just do
not know.

Every day, every connection, for the past 2 months.

Can a few people give me some ideas what this is or may be caused by?

Out of clear solutions.

Old Man,
Contact your ISP. You should have done this a long time back. Problem would
have been solved then.

It is probably your PC. Are there any errors or warning in your eventviewer
log? Install another antivirus and spyware program and scan your computer
again. Not sure about system works but if it doesn't have a firewall
monitoring what is trying to connect from your pc, install one just to see.
Add a rootkit scan too if know what that is. Sound like you do a lot of
downloading of files from newsgroups. Doing that isn't too safe.
