Hangs on Login

I have XP. I get to the login screen to choose users. I have two users. Either one I choose I see the wallpaper backgound but it goes no further and locks. No icons ever apear. I have tried pressing F8 and F5 to boot in safe mode but neither works and it goes straight on to the login user screen. Any ideas?
