halt on the welcome screen

the computer just halt on the welcome screen, also halt on the safe mode.
pressed alt+tab to see if it is network mapping drive problem and nothing
showed up (see 816873). please help me with that. many thanks.

the problem MAY be that norton notified me yesterday that there is some
virus, asked me if i want to delete it and i chose yes, but i am not so sure.
if there is some system file missing, how should i do?

may you can run a "last known good" configuration.
