hal.dll

When I am trying to load windows, I get this error:

Windows could not start because the followingfile is
missing or corrupt:
<Windows root>system32\hal.dll
Please reinstall a copy of the above file.

It will not even let me load windows from the xp cd. So I
am not sure how I am supposed to install the needed dll.
Anyone have any advice on what I should do?

I saved this message you must use the recovery console.
You'll probably need to expand the file from the CD.
