had accident over registry --->XP stay on blue and won't boot to desktop

I was trying to secure my computer. I went to regedit and
accidentlly delete all user including "system"
and "administrator". After I restart the pc, it stayed in
the blue with the sign of "Windows XP" and won't go any
forther.

How could I undo it or fix this problem by any way?
Thanks and your help is urgently needed and appreciated.
 
Jane;
Reboot tapping F8 each second.
Select Safe Mode at the menu.
From there try System Restore.
Otherwise reboot again tapping F8 and try Last Known Good
Configuration.

Most likely you will need to perform a Repair Installation:

I did all you told in the email, but still only get the
same XP blue. I guess the registry is not corrupted. but
the "system" and "administrator" is not allowed to access
any key. I am trying to put "system" and "administrator"
back into the user list of permission in the registry. But
I don't know how and where. I'll appreciated if you can
help me on that.
