Guillemet instead of American style quotes

When a user types in the " character, MS Word automatically changes ti
to a guillemet ("French" quotes). How can we stop MS Word from doing
that. We've looked all over that place and do not recognize any
setting that would seem to be causing this to happen. his settings
look like mine and my copy of Word2003 doesn't do that!

You have the autoformat as you type option set to convert quotes to smart
quotes and the language at the cursor is set to French. Check your Windows
regional settings and/or the language setting of your document.

If I select a paragraph, then click Tools > Language > Set Language and
select and apply French (any variety), then when I type a " in that
paragraph, Word converts it to the guillemet.

Either the material has been manually formatted with a language or the style
is defined with a language other than English.
