guest account problem

vista ultimate guest account cannot start any programs (doesn't know what to
use to open programs!)- any thoughts as to what the problem is?

Why would you be using the guest account in the first place?

It seems to apply parental controls to guest, contrary to what it says in
control panel.
Parental controls can be setup to allow only specific programs to run.
