Parental controls on guest account

Why can't I set up parental controls on the Windows Vista default guest
account?
I can only create a new account (the third one, since there is an
administrator account, default guest account, and this new one), and only on
this new account can I set up parental controls, (but not on the default
guest account).
Why is this?

Why is this?

Because the Guest account is not a regular user account. It is a system
account used to allow someone without an account on the computer to sit
down temporarily and do some work. It normally is disabled.

Disable the Guest account and don't use it. For your purposes, create a
new Standard User account and call it something like "Visitor" or the
like. If the account is for the kids, call it "Kids". ;-)
