A user enabled the restrict access to the command prompt
policy. Is there any way to disable this?
 
What type of XP edition is the machine using? Xp home or
pro? If its a Pro u may use Gpedit.msc to set LOCAL
policies in your machine.

Go to run> type "gpedit.msc"

If its a Domain Network you set restrictions under the
Active Directory.

note: Just be careful when applying the policies.
