group policy not being applied

We are running W2K server SP3 and W2K Pro SP3 on the
client side. We are applying a group policy to disable
the control panel and the "RUN" command from the start
menu. Group policy works when the client logs in at the
server, but when the client logs in at the workstation the
group policy does not apply. There is connectivity after
the user logs in because roaming user profiles are applied.
I have run the gpresult tool and have noticed one thing.
There is nothing listed under "The user is member of the
following security group".
Any help is appreciated.

Ensure that the GPOs have READ and APPLY Group Policy for Authenticated
users in hte Security settings.

I have a server W2K on a NT_Domain, this domain is trusted with an AD
domain.
After installing SP3 on this server, when an AD-User logs in, the
domain group policy assigned to the user does not apply. Group policy
works when the user logs in a server on AD Domain.
With SP2 all works fine.
Any help is appreciated.
