Group policy keeps disabling

The Group security policy disappeared from my system
causing error event 1202. I reloaded the template
according to instructions in Q278316 (windows 2000
troubleshooting) and the Group policy was back working.
However it keeps disappearing / disabling and need new
repair more than once a day. Furthermore the logbook
turned invisible - Apparently still there, but invisible.

Anyone who has ideas on what is causing these problems and
how to solve them?
 
Do you have a virus scanner installed? If so, try exempting
%windir%\security from scanning.
