Group Policy Failed to Initialize in WXP Pro SP2

I've been referred to Group Policy a couple of times but ...
In Run: gpedit.msc brings up:
Snap-in failed to initialize
Name: Group Policy
CSID:{8FC0B734-AOE1-etc.
I click OK and get the following in a Group Policy window:
"Snap-in Creation Failed
The snap-in is not created, it may not be installed properly.
Name: Group Policy followed by the same key."

I ran Repair for Net Framework 2.0 in the event it was in there but still
unsolved.
Would someone pls tell me where I can find this Group Policy feature to
install it.
I've been looking for it all night - it's not in my install of Management
Console - now more confused than when I started. Is this a bad install and
if so how do I install it again?
Is there something in the registry to release this program or an
MS Download I failed to locate?
Thx in advance to anyone that's kind enough to submit their suggestions.

regsvr32 %windir%\system32\gpedit.dll

If the same error occurs, then expand a copy of gpedit.dll from XP CD.

If Ramesh's instructions does not solve your problem, open Start, Run, type without quotation marks 'sysdm.cpl', click OK. Select the Advanced tab, click Environment Variables and double-click the 'Path' variable (under 'System Variables'). It should contain the following:

%SystemRoot%\system32;%SystemRoot%;%SystemRoot%\system32\WBEM

(This is the 'by default' content after XP setup. Some third-party applications may have included some other information, do not remove it.)

Once the content has been modified, restart your computer and try to open Group Policy snap-in or to re-register Gpedit.dll again.

The error message you receive often indicates that the system could not find Framedyn.dll file in %SystemRoot%\System32\WBEM directory, so Gpedit.dll cannot be re-registered correctly. It may be caused by an invalid Path variable, as this KB article states:

Ramesh I found the gpedit.dll file in ServicePackFiles\i386 - gpedit.dll
554KB dtd 8/4/2004

Would it work if I copy and pasted it in System32 - or is there more to it
than that?
There's also gpkcsp.dll, gpkcsp.dll, gpkrsrc.dll, gprslt.exe, gptext.dll

hmm I think I'm over my head. I've never taken a file off the CD.

Where would I look for it? Would you be real specific pls.

Thx VM for your help. I read KB 826282 article u referred me to and got all
excited! I'm not new to Framedyn.dll. Recently I had to put it in
system32\dll cache but I do have Framedyn.dll in Sytem32\WBEM.
Under System Variables I don't have the Path: environment variable.
I put the WXP Pro CD in, Dbl clicked the Value Added Folder, found
3rd Party and MSFTfolders holding Fonts, MGMT, NET & USMT. Nothing on Group
Policy in these folders. In the i386 folder I found GPEDIT.DL_ 157KB
23Aug01. Although I have gpedit.dll in System32, (I might have put it
there), I clicked on it anyway and Irfanview popped up saying Can't read
File Header! Unknown File Format.
My CPU is Intel P4, 660, 3.6GHz, 64-bit 2MB 800 MHz FSB LGA 775 HT.
Although this is supposed to run 32-bit & 64-bit programs, would this
possibly have any effect that I haven't got Group Policy in my WXP Pro
install? Still, I'm unable to find it on my CD but of coarse it's there I
just can't find it.
Next Question: Will it install even if I do find it?
A Computer Co assembled the components I bought and installed my WXP Pro CD.
I'd still like to get GP but must admit, I'm weakening. My Friend helping
me, has ran out of suggestions. She has WXP Pro & GP as too, GP is on my
Laptop, w WXP Pro.
Why would u think that I don't I have it on my Desktop w WXP Pro? ... THX VM

Under System Variables I don't have the Path: environment variable.

That could be the problem.

Copy and paste this text to Notepad:

Click File, Save as, select 'All files' in the 'Save as type' dropdown list, type 'Repair_path.reg' (without the quotation marks) in the 'File name' field, select a location (for example, the Desktop) and click Save.

Go to the location where you've saved the REG file and double-click it. It should load a 'default' Path environment variable. Restart the computer and try to open Group Policy again.

What do u suspect was the reason I didn't have GP?
Is this perhaps by choice of the Tech that assembled my Computer?
So far I haven't located it. Where would it be so I can just click on it.
I brought it up using Run, gpedit.msc. How can I get it showing up under
say, Administrative Tools? Some people are NEVER satisfied. LOL
What an ordeal! I'm so lucky you came to the rescue. Thank you

You're most welcome, Edna.

Group Policy is not included in Administrative Tools by default; however you can easily create a shortcut pointing to Gpedit.msc:

Open Control Panel, Administrative Tools, click File, New, Shortcut, type without quotation marks '%SystemRoot%\System32\gpedit.msc', click Next, type 'Group Policy Editor' (for example) and click Finish. Then you should have a shortcut to GP in Administrative Tools folder.

If Ramesh's instructions does not solve your problem, open Start, Run, type without quotation marks 'sysdm.cpl', click OK. Select the Advanced tab, click Environment Variables and double-click the 'Path' variable (under 'System Variables'). It should contain the following:

Networked Laptop to Desktop
I've been referred to Group Policy a couple of times but ...
In Run: gpedit.msc brings up:
Snap-in failed to initialize
Name: Group Policy
CSID:{8FC0B734-AOE1-etc.
I click OK and get the following in a Group Policy window:
"Snap-in Creation Failed
The snap-in is not created, it may not be installed properly.
Name: Group Policy followed by the same key."

I ran Repair for Net Framework 2.0 in the event it was in there but still
unsolved.
Would someone pls tell me where I can find this Group Policy feature to
install it.
I've been looking for it all night - it's not in my install of Management
Console - now more confused than when I started. Is this a bad install and
if so how do I install it again?
Is there something in the registry to release this program or an
MS Download I failed to locate?
Thx in advance to anyone that's kind enough to submit their suggestions.

Now again,
1. What do u suspect was the reason I didn't get GP in the initial install?
2. For the sake of others missing GP, so they don't have the same
experience getting it as I did, where can it be found on the WXP Pro CD?
I don't like to appear ungrateful but, like others missing GP, I'd really
like to know.
My CD is dtd 2002 maybe it wasn't on that issue. Are ALL issues of WXP Pro
the same?

Group Policy is not included in Administrative Tools by default; however you can easily create a shortcut pointing to Gpedit.msc:

Open Control Panel, Administrative Tools, click File, New, Shortcut, type without quotation marks '%SystemRoot%\System32\gpedit.msc', click Next, type 'Group Policy Editor' (for example) and click Finish. Then you should have a shortcut to GP in Administrative Tools folder.

Click File, Save as, select 'All files' in the 'Save as type' dropdown list, type 'Repair_path.reg' (without the quotation marks) in the 'File name' field, select a location (for example, the Desktop) and click Save.

Go to the location where you've saved the REG file and double-click it. It should load a 'default' Path environment variable. Restart the computer and try to open Group Policy again.

Thx VM for your help. I read KB 826282 article u referred me to and got all
excited! I'm not new to Framedyn.dll. Recently I had to put it in
system32\dll cache but I do have Framedyn.dll in Sytem32\WBEM.
Under System Variables I don't have the Path: environment variable.
I put the WXP Pro CD in, Dbl clicked the Value Added Folder, found
3rd Party and MSFTfolders holding Fonts, MGMT, NET & USMT. Nothing on Group
Policy in these folders. In the i386 folder I found GPEDIT.DL_ 157KB
23Aug01. Although I have gpedit.dll in System32, (I might have put it
there), I clicked on it anyway and Irfanview popped up saying Can't read
File Header! Unknown File Format.
My CPU is Intel P4, 660, 3.6GHz, 64-bit 2MB 800 MHz FSB LGA 775 HT.
Although this is supposed to run 32-bit & 64-bit programs, would this
possibly have any effect that I haven't got Group Policy in my WXP Pro
install? Still, I'm unable to find it on my CD but of coarse it's there I
just can't find it.
Next Question: Will it install even if I do find it?

I think you actually got all GP files with your initial installation, but it did not open because the 'Path' environment variable was somehow missing. If GP files weren't present on your system you had received a 'Gpedit.msc not found' error message or something similar.

only. lol

Where pls might I find GP on the CD? I clicked on Browse but couldn't find
a way, nor a Search, to get any further than that first Window. When I format
I may need it if I lose your instructions. Thx

As far as I know there's no way to completely install GP from the XP CD. You can extract some files related to the tool, but the DLL registration and all other stuff is only done by XP installation.

To find where those files are placed, with the XP CD in the CD/DVD drive open the D:\i386 folder ('D' is your CD/DVD drive letter) and search for gpedit.ms_, gpedit.dl_ and other similar files. You should expand those files into %SystemRoot%\System32 directory by using the Expand command (read XP Help and Support to get more information).

Hi Daniel, You helped me so efficiently, I'm back to ask you where I might
find "Recovery Console".
I've been given instructions to correct my boot files ... change my NTLDR
and others in Recovery Console but no instructions as to where to find it.
Can u help please? I've been in Help searching but obviously not in the
right place. There's instructions what to do in it, but nothing on where to
find it. LOL I just know this is going to expose my limited intelligence
but ... it won't be the first time. Thx ...

Lol, no problem Edna. By the way if you don't have an XP installation CD
the recovery console can be accessed from the 6 floppy boot disk set, or you
can borrow an XP CD. Anyone will work for accessing the recovery console.
It doesn't have to match the version of XP installed.
