Group Policy Assignment on Standalone XP PRO

Is there a way, or is it even possible to create and
assign a Local Group Policy to a specific user on a
standalone XP PRO workstation and not have the policy be
applicable to everone who logs on?

No. That is out of design scope for non-domain machine.
Follow up on Doug's tool as one way.
