Group Policy and printer rights

I have recently locked my users down by removing them from the local "administrators" group and putting them into the local "users" group. I have also enabled some Group Policies to further restrict and customize the user environment on Win2k Pro workstations. The problem I have is users cannot add printers to their workstations. They get an error stating that they do not have sufficient rights on the machine. I have looked all through the Group Policies and everything for printers is pointing to allowing them to add printers and I have also enabled the ability to delete them as well. Any ideas on what I am missing?

You are thinking of installing printers or connecting network printers. One
requires rights to update registry and install drivers. This right is only
for power users (not 100% sure) and administrators. Normal users should be
able to connect printers over the network.

I've come to this problem myself once. Rather than giving
the users simply "user rights" give them the "power user"
rights, and this will correct the problem. I also found
that if you try to install the printer under a user who
has seperate permissions, it still wont allow the users
with basic rights use this printer.
