Group policies

I have a windows 2000 domain with 2000 client computers.
I am trying to apply a computer policy on a certain
computer only. Not the user but the computer only. Is
there any way to do this?

You can use computer start up policy it is from computer
setting. You can use both start up or shutdown. The file
can be installed by system account.
