Group Policies on stand-alone server

Does anyone know a way of creating a policy on a stand-
alone Windows 2000 or Windows 2003 Server that will apply
to only particular local group, instead of all users of
the machine?

Sure. But how? I opened gpedit.msc and Local Security
Policy msc and tried to save a specific configuration or
assign it to a group, but it is a no-go. Local Security
Policy editor allows policies to applied to specific
groups, but not policies such as "restrict access to local
drives" or "remove My Computer from desktop", etc.
gpedit allows that, but it does not allow me to save
policy configuration or apply it for a specific group.
Any ideas?
