Grid Line Colors

No, it's not.

You could create your own grid by drawing lines on the master slide and then
deleting them when you're finished with them.
 
I assume you are talking Excel, Turn off Gridlines in Tools + Options
by unchecking the checkbox. Then use Format Cells + Borders for the
desired range of cells.
Same idea in PPT tables except there are no gridlines to turn off.
They are already Borders.
