Greyed options on toolbar view n\menu

In Widows Explorer. WIEW /TOOLBARS The only available
choice is TEXT LABELS the rest are greyed out.
The standard toolbar is the only one ticked under the
grey area...

There may be a policy set by your administrator (or
yourself) in the registry that prevents you from adding or
removing toolbars from view. Or, either your user profile
registry (%userprofile%\ntuser.dat) may be damaged, or not
all system files are avaliable or properly registered.
