toolbar missing and options greyed out

When I compose a new email I no longer have the Standard Toolbar available,
so I can't send the email. Also the CTRL-Enter shortcut won't work. on top of
that the 'view' and 'insert' options from the menu are greyed out.

any suggestions?

I'm using Outlook 2003 on XP
 
Do you still have an account configured?
Did you activate Outlook/Office already?
