Graphics program with "layers".

Which freeware graphics programs allow one to "layer" one image over
another without obscuring the lower image(s) ? Presumably one could
change the opacity of each image and/or use some method (brush ?) to
see underlying images ?

Recommendations anyone ?

Serif PhotoPlus uses layers, though it's a type of Adware:

Pixia does layers. As does The Gimp, if memory serves. You work on
underneath layers by turning the layers above on and off

Are you looking to place a semi-transparent watermark over an image?

I am looking to do two things.

(1) Place the word "copyright" across a photo. No transparency and/
or semi transparent.

(2) Have a "layer" (?) that incorporates a negative film strip. So
that I can end to end a row of pictures and put the film strip
template on top. See :

The other option would be to put the film strip template as the bottom
layer BUT I don't know how I would get the "registration" correct when
I put the photos on top. For example suppose I did things wrong. I
might have 1/32nd of an inch on the left of a photo and 1/16th of an
inch on the right.

That would look terrible. An HTML "table" would probably nicely place
the pictures BUT then I wouldn't have the black "film strip" borders
as per something like the above.
