graphics in bulk email

I can't get the bulk email to send in html format. Every option I can find
is choosing html, not plain, but when I complete the mail merge and start
sending, each message is missing the graphics.
A way around this occurred to me, by using stationery, but whenever I create
stationery, it is also missing the graphics (I tried copying the image into
the microsoft stationery folder to no avail.)
 
Could you post your version of Outlook and steps to reproduce?
