(free). There also are several examples that illustrate its use. I have

And not forgetting the MS managed wrapper for Windows Mobile 5 devices,
which can be found here:

C:\Program Files\Windows CE Tools\wce500\Windows Mobile 5.0 Pocket PC
SDK\Samples\Cs

Assuming you have installed the Windows Mobile 5.0 SDK in the usual place
(if at all).

Also if you google for NMEA you will find lots of stuff detailing the GPS
output strings.
