GPO to allow attachments

Hello.

I need to allow certain attachments to be viewed by my end users. The
machines are Windows XP, SPK1 with hot fixes, running Outlook 2003. All
users are connecting to one of three Exchange 2003, service pack 1 on Windows
2003 server, service pack 1.

I have opened up Group Policy Management console, added in the OUTL11.ADM
template. In the User Configuration>Administrative Templates>Microsoft
Office Outlook 2003>Tools|Options>Security I drill down to the setting "Allow
access to e-mail attachments". I edited this section, enabled it and set the
list of extensions to allow for "lnk;shb;.url;asp". I've tried with "url"
and ".url" (as per slipstick.com article), to no avail. When I force the GPO
down and have the end user try a new email that I send to him, the message
appears with a warning and it can only be saved, not opened directly. I've
had them reboot, log out, nothing. Tried caps, lower case, with dot,
without, etc.

Has anyone been able to get the GPO adm template to work properly to allow
access to .url files?

Did you see if the reg settings were added to the registry?
if upgrading policies, did you read

Since you use Exchange, why not use the custom form that allows access?

I did check and the reg settings were added. I also tried adding them by
hand on one user, still no good.

I have read about upgrading policies on the like provided (thanks for that).

I have never used custom forms, so I don't really know too much about how
to implement them. I guess I'm looking at the problem with the set of tools
I've been using for awhile.....

Can you tell me, what's the benifit of using the custom forms and as long as
the public folders are replicated, can I make the changes in just one place?

did you restart outlook? i assumed so if using a gpo...

Compared to a GPO, probably not much difference either way if you only need
to unblock extensions. You can set different permissions for different users
with the form and control other security measures (like the something is
accessing the address book dialog) that are not controlable using a GPO.

Yes, they should replicate.
