GPO - Set home page of IE

Is there a policy to set the user's home page via a Group
Policy? I see the policy to disable the user from
changing this.

Yes there is a setting that will do this. It is in the following location:
User configuration\Windows settings\Internet Explorer
Maintenance\urls\Important URLs.
