GPO linked to OU not working

Hi, we're running server 2003. I have the terminal server set up in it's own OU. I have linked a GPO to the OU with certain permissions for a group of users. I have loopback policy enabled with "replace" setting. However, the GPO is still not propagating to the users!! I have also tried in merge mode. What can I do!?!

Try running gpresult.exe to determine if the policy is being read at all.
Are other GPs applying to the server? Are there any errors in the app event
log. It may also be useful to enable logging of userenv. The articles
