GPO in a workgroup

A friend say that it is only possible to run GPO in a domain enviroment. I
think that you can configure GPO even if the XP is only in a workgroup. Just
run gpedit.msc....
What is true?

I would tend to agree. I have a bunch of desktops and laptops on an office
workgroup. I have reinstalled XP on half of the machines. The others have a
policy for password age and complexity. I would say that in order to
implement the policy, it needs to be configured on each desktop. There is an
Export feature on the GPO but there is no Import function.
