GPO - Custom Start Menu

How can I control the addition of a specific sub-folder to the Start Menu
that includes custom shortcuts to business apps?

right at the root (off the start menu) I'd like to have

Business apps
Sales
Engineering
IT
Administration

and have these groups show up dynamically based upon group membership so
that the sales group can't see the engineering app short cuts.

This is for a NEW terminal server/citrix server.

i'm trying to pre-populate the startmenu dynamically...

You might want to try using Start Menu Folder Redirection policy and then
use the Advanced Redirection feature that lets you redirect to different
locations based on Group Membership.
