Gpo being blocked by xp machine

I have 2003 server running and a Xp pro client running with both machines
having all updates on them. Event the XP machine having sp2 loaded. When i
APPPLY THE gpo to the OU where the user is at the xp machine wont apply the
settings but if I login to a 2003 stand alone machine it will apply the GPO.

Any reasons why
