GPO Allowing Spefic Group to Install

Is there an option that will allow a specific user/group to install software on computers? We currently have it restricted to Domain Admins, but want to open this up a little

Jsut make another GPO above the one with Domian Admins in
it and enable windows installer. Then Create a security
group and add users who you want to be able to install in
it, then add it to the GPO.
