gpedit,msc when started from run give error

when I run gpedit.msc I get snap-in failed to initalize
why and how do I correct it.
 
Use as an example:

Go to Start/Run and type in: mmc /a. Go to File and choose Add/Remove
Snap-in. Click Add then scroll down to Device Manager, Add. Save it to
devmgmt.msc in %windir%\system32.
 
trie that already and go the same thing

knowledgebase article 826282 fixed the problem do not
know how I missed it. know I jus thave to learn how to
use the group policy editor.
