gpedit browser customize problem

In gpedit, under user config\windows settings\IE maintenance\browser
UI\browser toolbar customizations:

In toolbar customization, button section, when I click the "Add" button,
said button greys out. The dialog box does NOT open. Edit and Remove still
function.

I've tried replacing gpedit.msc, gpedit.dll and ieakui.dll from the install
files. None worked.

I recently installed MS AntiSpy. Possible connection?

I'm running XP Pro SP2. Any ideas?
