You may not have noticed this before but in IE7 the old GO button has
been
replaced by a new REFRESH button (pair of up & down green arrows).
When you start to type a URL in Address Bar, the button changes to a
horizontal green arrow. After you push this button (or hit ENTER), the
button then reverts to a REFRESH (up & down arrows) button.

Are you referring to IE7? If so, are you running WinXP SP2 or WinXP
