Gnerneral "Not responding"

For several days my Outlook Express opens, but most of the
time it just hangs and I cannot send or open any messages,
then I see a message "not responding". Now I am having
troubles with the rest of my computer. Other programs will
not open. I get messages saying "XXX application has
encountered a problem and has to close". What may be wrong
with my computer, and are there suggestions for correcting
the problem? Thank You!
 
What is the name of the program that has encountered a problem and has to
close?
