Global Safe Senders

There is an email address that sends email to my company that is being
blocked company wide. Rather than getting all of my users to add the user to
their safe senders, is there a way to globally add it as a safe sender?
 
Yes it is Outlook 2003.

I can certainly try to go that route. I noticed that my safe senders list
is the same on every machine I go to, so some aspect of it must be stored on
the server. Do you know where on the exchange server this is stored and how
I could view it?
