Global IME for Office XP won't work with my OE and IE

As I'm intended to use Chinese for Word and Excel, I installed Microsoft
Global IME for Office XP and it works perfectly on Office applications. From
my understanding, this IME shoould work with Internet Explorer and Outlook
Express as well, but I can't use it at all, I'm unable to access it, and the
language bar won't appear on IE nor OE. Even I press the shortcut key to
switch language, it doesn't work too! FYI, I'm using Windows ME, IE6,
Pentium 4 CPU with 256MB.

Try posting this in an Outlook Express news group - this is not one of them.
Outlook is a part of Microsoft Office and is what this group supports.
Outlook Express is a part of Internet Explorer and has its own news groups.
