How long does it takes a DC becomes fully functional as a Global Catalog server, after it is configured to become GC? Is it safe to keep the old Global Catalog server online, making two Global Catalog servers working on one single domain at same time?

You should have more than one GC in your domain for fault tolerance. If you
have one domain enviroment, then make all your DC's Global Catalog servers.

It depends on how many objects your AD has. Yes, it's safe and even
recommended to have at least two GC in a single domain.
